Good morning, Washington. At roughly 10 minutes before 10:00 pm Friday night, Venezuela’s Interior Minister called Wilson Ramos’s family to let them know the Washington Nationals catcher had been rescued. Ramos was kidnapped earlier this week in Venezuela. More on this soon.

>> Dominion Virginia Power’s North Anna Power Station was the first U.S. nuclear plant to shut down because of an earthquake. It can finally restart after being offline since the August 23 tremor that shook the region.

>> The Washington National Cathedral is reopening this weekend after suffering serious damage from the August earthquake. Two tons of stones were removed from the cathedral’s central tower to stabilize the structure. The consecration of the Reverend Mariann Budde, the ninth Episcopal bishop of Washington, is set for today at 11 a.m. She is the first woman elected to the post.

>> Two parking lots in Bethesda will close for the next two and a half years to make way for construction that should triple the number of parking spaces. The lots are at the intersection of Woodmont and Bethesda avenues. Developers plan to build two apartment buildings with groundfloor retail and 940 public parking spaces. Construction is expected to end in summer 2013.

>> ARL Now reports that on Tuesday, Arlington County and the American Foreign Service Association will dedicate a historic marker on the Virginia side of the Chain Bridge. It will memorialize the spot where a State Department clerk first hid the Declaration of Independence ahead of the British attack on Washington, D.C, in 1814.

>> The Montgomery County Council has scheduled a vote on youth curfew legislation Dec. 6, and they could take up a loitering bill the following week, which some county officials view as a counterproposal.

>> A new study found that men who have sex with animals are twice as likely to develop penile cancer as those who have sex with humans. Also, “How in the world can I be abusing my dog if I get on my hands and knees and he licks and humps me without me even having to ask for it?”
