Good morning, Washington. It’s hot again out there today, with highs expected in the upper 90s, and folks in the city are understandably getting a little hot under the collar. Take Duane Stillions, who ABC7 reports was attacked by a pit bull on July 4 while walking his two small dogs. One of his dogs, Molly, a ten-pound Bichon Frise, is hospitalized in intensive care at a cost of $1,000 a day, and Stillions is considering legal action as well as raising noise about tougher penalties against owners of dogs who attack. Currently, D.C. statutes on dog attacks are somewhat vague regarding negligence of dog owners.

Reinoso Vote Delayed: Via the Post, today’s confirmation vote on the deputy mayor for education, Victor Reinoso, has been delayed by D.C. Council Chairman Vincent Gray. At last month’s hearing before the Council, Reinoso would not confirm who plagiarized large parts of the school takeover proposal from a school district in North Carolina. Today is the last legislative session this summer for the Council, and Gray, who said that he and other Council members have doubts about Reinoso, now plans to put the vote on the September agenda. Reinoso would be automatically appointed with passive approval if the Council does not vote by Nov. 22 — but it would be big blow to Mayor Adrian Fenty if they choose not to act on one of his most important nominations.

Police Boundaries Could Change: D.C. Police Chief Cathy Lanier is looking to change the boundaries of between the 2nd and 3rd Police Districts. Dupont Circle, some of the U Street corridor and part of downtown would become part of the 2nd District, which includes Georgetown and Cleveland Park. The idea is to ease the caseload on the 3rd District, which receives 21 percent of the city’s emergency calls, as compared to 5 percent for the 2nd District.
