Good morning, Washington. U.S. Park Police have released the name of a man they want to speak with in connection with the gunshots reported near the White House Friday night. Investigators are trying to track down 21-year-old Oscar Ramiro Ortega. He’s described as being 5’8′ and weighing 160 pounds. WTOP has a photo of Ortega. The Park Police asks anyone with information about his whereabouts to call (202) 610-7500 or contact local police.

>> Bill O’Reilly’s new book, “Killing Lincoln: The Shocking Assassination That Changed America Forever,” will not be sold at Ford’s Theatre — the site of the assassination. O’Reilly and co-author Martin Dugard have been accused of ignoring historical fact, and Lincoln experts say the book is riddled with inaccuracies.

>> A deal has been reached to pay for the second phase of the Silver Line extension to Dulles Airport. Transportation Secretary Ray LaHood said Virginia will commit $150 million, and the federal government will assist local governments and the Washington Metropolitan Airports Authority. Future toll increases on the Dulles Toll Road will help pay for the project’s second phase.

>> The Washington Examiner reports that the ongoing NBA lockout has cost downtown businesses millions of dollars in revenue, and a full cancelation could cost the Washington region more than $100 million in basketball-related spending. The earliest we could see the Wizards at the Verizon Center would be on Dec. 16 against the Miami Heat. Players are currently considering the latest collective bargaining agreement offer by team owners.
