Good morning, Washington. Please ignore the still budding trees — summer is here. Today, highs will head into the 80s and Wednesday, it’ll approach 90, according to a number of forecasts. Capital Weather notes that one thing will be missing: significant humidity. Sounds like perfect weather for an excursion to Theodore Roosevelt Island, where this photo, taken by Matt Billings and posted in DCist Photos via Flickr, was shot from.

Judge Says D.C. Can Ban Cargo: Adding to the legal squabbling over whether the District can disrupt interstate commerce in the name of preventing major catastrophe on the rails, a federal judge has ruled that the District can ban hazardous cargo from passing through the city, the Post reports. Old Convention Center Update: As the massive 10 acre site of the old D.C. Convention Center on H Street is still being cleared, the city has been entertaining proposals as to what to do with the giant site in the heart of the central business district.

From the Examiner:

Though the master planning process is at least a year away, the vacant convention center site could one day include 515 residential rental units, 257 for-sale units, 275,000 square feet of retail space, 300,000 to 400,000 square feet of office space and nearly 850 public parking spaces ….

But the mayor and the city council don’t see eye-to-eye on what should be done with 120,000 square feet of free-for-all space. Mayor Williams wants to build a new central library there while D.C. Council Chairman Linda Cropp wants to build a large hotel to serve the new convention center.
