Today might be a slow day at work (no loss — it may rain, and just in time for what looks to be a great weekend). After all, we here at DCist expect that everyone celebrated the Cinco de Mayo in style. How else could you recognize Mexico’s 1862 victory over the hated French than with copious amounts of Mexican-themed drinks? Whether or not you joined DCist at our own Cinco de Mayo happy hour (held at Chief Ike’s Mambo room, at left), we are curious what you did, where you did it, and what resulted. Many of the blog world’s finest stopped by Chief Ike’s — Fishbowl DC, the Grammar.police, and the Washington Socialites, to name a few. We’ll have a complete roundup, with the answer to the trivia challenge later today. We also have pictures to prove we had a good time. Do you?

Now, on to the news of the day.

D.C. Council Debates Budget Surplus: WTOP is reporting that members of the City Council are eyeing the budget surplus for projects to benefit the city’s social and educational programs. Mayoral hopeful Adrian Fenty (D-Ward 4) and others on the council have proposed that $100 million of the surplus be spent on education, subsidized housing, childcare, and health care. The budget will face a council vote next week.

Montgomery County Sex-Ed Class Stopped: A district court judge yesterday issued a ruling imposing a 10-day restraining order on a sex-ed curriculum that was to be implemented in Montgomery County schools, reports the Post. Responding to a lawsuit filed last Tuesday by two groups — Citizens for A Responsible Curriculum and Parents and Friends of Ex-gays and Gays — Judge Alexander Williams Jr. found that the curriculum’s segments teaching 10th graders how to put on a condom and allowing 8th graders to talk about homosexuality amounted to the state favoring one religion over another.

A Sales Tax For Metro?: Members of the D.C. City Council have floated the idea of a 0.25 to 0.5 percent regional sales tax to serve as a much-needed dedicated source of funding for WMATA, reports WJLA. While Virginia’s Metro representatives seemed responsive to the idea, Maryland’s reps doubted its feasibility.
