Even Shadow Senator Paul Strauss had a car in the parade. And a classic one, to boot.

Batten down the hatches, Washington. Proving that no good spell of weather goes unpunished, we’ve now got some major storms headed our way. Two separate storm lines, to be precise, are barreling down on the metro area as we speak, the first having just begun, and the second, more powerful system, expected between noon and 5 p.m. With winds at 30 mph, we’d suggest upgrading your umbrella to something more than cheap and crappy.

District to Become Totally Green: Before you Statehood Green’s get too excited, what we’re talking about here actually applies to construction and real estate development standards. The front page of the Post reveals that D.C. hopes to become the first major city in the United States to require private developers to build to high environmental and energy-saving standards by 2012. These “green buildings” would “include devices such as low-flow shower heads and recycled materials,” and District-owned projects would actually be required to meet the standards earlier, in 2009. The final measure looks set to pass easily next month, with all 12 council members approving it in a preliminary vote this week.

Fenty’s Top-Level Cabinet Now Set: The Mayor-elect will announce the last of the highest ranking members of his administration this morning, by naming Board of Education member Victor Reinoso as his deputy mayor for education. Reinoso will serve as Fenty’s main point man on the overhaul of D.C.’s public schools, and joins chief of staff Tene Dolphin, City Administrator Dan Tangherlini, Chief Financial Officer Natwar M. Gandhi, Attorney General Linda Singer, general counsel Peter J. Nickles, deputy mayor for economic development Neil O. Albert and communications director Carrie Brooks on Team Fenty. However questions are swirling around city hall today about whether either Superintendent Clifford Janey or School Board President-elect Robert Bobb would really respond well to directives from Reinoso, who has the relevant experience, but definitely not as much experience as the other two.

Briefly Noted: Power back for Red Line after outage … Lack of restrooms #1 complaint about National Mall … Williams and Evans suddenly trying to woo the Redskins back to the District … Police Chief Ramsey predicted to be on his way out.

This Day in DCist: In 2005 we questioned the wisdom of Kwame Brown putting all his eggs in one basket, and in 2004 we told you where you could find Ohio Drive.
